Brief

IKM Consulting was requested to prepare a risk assessment method for assessing the integrity of tank bund liners at the Grangemouth refinery in Scotland.  This was required to form part of the BREF notes for IPPC Legislation on behalf of the Energy Institute.

Solution

IKM produced a series of hazard matrix spreadsheets for over 300 tanks.  These incorporated information on the different products stored and various geological/hydrogeological risk parameters.  In addition inspections were undertaken of all the existing bund liners and external conditions of the tanks.

This enabled IKM to produce a screening risk assessment for all the product tanks.

Outcome

IKM produced a final risk assessment report demonstrating that further assessment was required for less than 5% of the tanks considered.
